活かせなかったコロナ危機・・過疎の問題
2019年末から極東の一地域でコロナの流行が始まり、あっという間に世界中に感染が広がった。
日本でも2020年春以降に感染が急拡大し、政府は対応に追われたが、抜本的な解決策は殆ど打ち出せずその場しのぎの対応をしているうちに、コロナウイルスの方が重症化率の低いタイプに変化し何となく収束ムードになり、結局は元の生活に戻ってしまった。
さて、感染症について考えてみると、当然のことであるが人が密集している地域では感染が広がるスピードは速い。これに対し、今回の政府の対策は「ステイホーム」や「テレワーク」による人と人の接触の機会を減らすことであった。
このこと自体は感染症対策としては間違ってはいないが、日本が直面している都市部への人口の集中、地方の空洞化という問題を考えた時、これを解決し更に感染症対策につながる別の方法があったのではないかと思う。
感染症対策の一つは、人から人への感染の機会を減らすことであるが、大都市では人と人の距離が近くて感染が広がりやすい。
一方、過疎地では人と人の距離が離れており、大都市よりは感染が広がりにくい。
このことを考えれば、大都市から過疎地へ人を移動させ、大都市での人と人の距離を今より広げれば感染の確率は低下する。
このためには、例えば過疎地での法人税をゼロにするなどの政策で、企業を過疎地へ誘導すればそれに伴い大都市から過疎地への人の移動も起こり、大都市の人口密度は減少するであろう。
また、過疎地は企業誘致により税収も増え、企業・過疎地の自治体・感染症対策のいずれにとっても良い結果が得られたかもしれない。
コロナは不幸な出来事ではあるが、それをうまく利用して、感染症と現在直面している過疎の問題を一度に解決できたかもしれないのに、そのこと事態が議論にすらならなかったことは残念である。
